2002 chrysler concorde lxi wont heat unless driving down the road?

i have a 02 chrysler concorde that will not heat up at all if idleing but if you drive down the road it will blow heat well wondering what the problem would be i have replace the water pumb and the coolent cap any other ideas would be helfpful
check the coolant level its good and if the thermostate was stuck open or closed it wouldnt blow hot air either so its not the thermostate at least i dont think so
