2002 Buick Regal - Odd Problem?

2002 Buick Regal LS

A week ago I was at coming towards an intersection, ready to make a left turn. I was off the gas and as I began to turn the wheel, all the lights on the dashboard lit up and it nearly stalled (actually, it might have stalled out, but I cannot remember). After a moment I was able to continue and cautiously got home. (I will note that I had the GPS plugged into the cigarette lighter, which had been charging via the car battery while the car was shut off and I was inside a store).

A few days later, it happened again.

Then, as I brought it to the repair shop, it happened again as I was off the gas and coasting towards a right hand turn. As soon as I started turning, all the dashboard lights lit up and it nearly stalled out.

The repair man, after a couple days, could not figure out the problem. So today, I went to pick it up without any resolution.... the guy said he wasn't experiencing any problems and couldn't figure it out.

Sure enough, as soon as I went to turn out of the repair shop, it happened again. Turned right around and brought it back (the guy had left, but his assistant told me to leave it and they'll keep trying).

Does anyone have a clue what is the problem? I note the GPS part, because maybe that began the problem. However, I have not used the GPS in the other times it has happened.

It has to be electrical, and it seems like the turning of the steering wheel may be the thing that instigates the problem... but I am not sure.

It's hard to do a search and find someone with a matching experience. Any mechanics/car experts have a clue?
