2002 40hp mercury (bass tracker) tach and battery drain problems?

the tach started not working intermittently and the engine isn't recharging the battery anymore(or has a bad drain). are these problems related? and where should i start? i work on old motorcycles, but this charging system is a little too different. it runs fine and all fuses where checked. no noticable broken wires. battery is good
