Fans come on for 3 reasons: 1st when your engine reaches 212F, 2nd when you turn your ac on, 3rd if you have open in ECT wiring or bad ECT (engine coolant temperature sensor). So in your case try turning AC on fans should turn on. if not look for wires coming out of fan motor make sure they are not disconnected. Relay can be substituted with another rely of the same type. Or you can disconnect your ect it is the two wire connector near your alternator it is usually connector with two wires coming to it yellow and black or yellow and green. When you disconnect it fan should come on immediately if not then you have bad fan motor. or open.
