2001 dodge intrepid loose hot wire?

similar to the coil wire on the driver side by the fuse box that stretches towards the plenum color coded violet and dark green it has fire only when cranking the engine, however i have installed the timing chain and set on timing over and over again but cannot start the car. does this wire have anything to do with timing?
 
if it is only hot when the engine is cranking, i dont think so, but if it is hot any time the engine is turning regardless of key position, that could be your problem. have you tested the spark out put, to see if the engine is even firing?
