2001 Chrysler Sebring - Air Bleeder Valve Seized?

On the 2.7 litre V-6, there is an air bleeder valve designed to bleed the air from the engine cooling system. The bleeder valve is seized, in that when you try to turn it, it keeps spinning around in the thermo-plastic housing. Do I have to replace the entire housing or is there a way to loosen the bleeder valve off another way. The valve is not leaking, but I would like to be able to bleed the system when I do my next rad flush.
