2000 Honda Civic overheating question?

I just noticed that with my 2000 honda civic the temp gage increases significantly when I exit the highway. I find that odd because it the temp is stable all the time i'm driving at highway speeds. Any help appreciated.
 
At highway speeds you do NOT always need the fan for cooling with the air being forced through the radiator at 50-60 MPH. When you slow to speeds that do not move adequate amounts of air through the radiator then the fan must energize, Also - low coolant level (must check radiator - not overflow tank).
