2000 dodge stratus NEED HELP?

im working on a 2000 dodge stratus. I went to start it and it started smoking really bad, where the fuse box is under the hood. I look and there were wires melt so i took it all apart and taped the wires good. Started it to see what was happening and it did it again. and the starter fuse poped. I check the starter and all that and it was good. I was messing with some relays and noticed when i took the fuel pump relay out and tried starting it nothing happened no smoke nothing and it kept trying to turn over. But obvoiusly its not going to start with out the relay.. So i put a new relay in it thinking maybe that was bad, Nope started smokeing again.. WHAT COULD IT BE
