2000 dodge neon wont crank help me plz?

i got a dodge neon 2000 wont crank at all it was jus runnin fine got a new starter put on check all fuse's like a 100 idk what it could be jus gettin a code for 1684 idk man some one plz help me all my car will do is click from the fuse box i can hear my fulle pump on car jus wont budge at all
