2000 dodge neon rear tire locking up?

my wife has a 2000 dodge neon, and the right rear (passenger side) tire keeps locking up, usually when i am in a parking lot or driveway. I have talked to several mechanics who are baffled by this however searching google tells me there is more then 1 person with this problem. any help anyone ?
 
You have a screwed up spring. I have seen this a couple of times. The bottom spring on the brake shoes is stretched by the knucklehead who put them on. How did that cheap brake job work out for ya'?
