2000 Chrysler Grand Voyager Brakes and Tachometer?

I have a 2000 Grand Voyager SE 3.3 flex fuel. The brakes from now and then when depressed have a "bubble wrap" feeling to them. (like you are on ice and they are locking up). This happens on wet or dry pavement, wet or dry air. The ABS light comes on and off from time to time as well. The brakes only do this occasionally but with upcoming winter i want to figure out what it is.

Also the other day the tachometer quit, everything went down, the van still running perfect. I tried shutting it off and restarting quite a few times, that didn't work so i gave it the good ol tap and it came back on and i haven't had a problem since. The engine light is and from what i gather it is from the tach not working. I have read its probably bad sodering but how do i go about doing it, i do know how to soder.

Also is the EGR valve under the battery, a check engine test said that this could be another reason the light is on. Which i bought one and if its not then ill keep going through the emmisions until its off, but to verify it is under the battery correct?

I just bought this van not even a week ago so i don't know much about it. I have already taken it to the dealership to correct the airbag recall.
I would also like to add that sometimes when going a consistent speed the vans rpms will flutter. Lets say its running a 2k it will flutter from 2k to 1.5k slightly but enough you can feel it "jump" it so far seems to only do it when you are going a consistent speed. (Such as 45, 50,55,60,65,and 70) Those are the speeds i have noticed it do it at, i have not noticed it at other speeds (45 and below), it does not shift hard when driving or switching gears.
