2000 chevy 5.3l vortec 4x4 transfer case?

i have driven manual 4x4s, but never had one with automatic 4-wheel drive, just lockouts. on my 2000 chevy silverado 4x4 5.3l it has buttons on the side that say 2wd, 4wd high and 4wd low, i can get it into 4wd high by stopping and pressing the 4wd high button and letting it shift into gear and it grabs fine and works. the 4wd low is another question... when i press the button it just blinks forever like it is trying to go into low but cant and then finally gives up and stays in 2wd high. is my transfer case messed up or am i just ignorant as to how to put it in 4wd low?
 
Since it's computer controlled, it's not working properly. Either the Chevy dealer or a trans specialist who knows that system should be consulted.
