2 people listed on car title, but only has insurance?

Myself and my husband are looking into buying a new car. The insurance would only be in his name. Can I be listed as co-signer and be listed on the title? My income may need to be factored into the loan. Oh and in case laws are state specific, we live in PA.
forgot to add, I would not be driving this vehicle at all, so I would not need to be listed on the insurance. I would always be a passenger.
