A function has exactly one y value for every x value. Therefore, the first is a function because there are no repeated x values (there may be repeated y values! The second is not a function because of the repeated x values. This can also be tested graphically with a vertical line. If the vertical line passes through only one point, then it is a function, more than one point and it is not.
