1999 Toyota Camry fuel sensor... shows empty?

I have a 1999 toyota camry the gas gauge reads empty, even on a full tank. I think the fuel sensor is broken how do I replace it??
 
You will need to have the gas tank removed from the vehicle, (when its near empty of course) you will see the wiring that leads to the lock ring. remove the lock ring and lift it out You will need to replace the fuel gauge sending unit, and chances are that the fuel pump is attached to it.
