1999 toyota 4runner BRAKE LIGHTS?

hello i have a 1999 4runner. my tail light is out on the driver side, i replaced the bulb and its still out, i took the bulb and put it on the left side and it works, so the problem is not the bulb, someone said it was the brake light switch and it was located under the steering wheel if u follow the brake pedal upward. can someone tell me how to fix this problem? and also my top break light is out too, the one that is above the window. is there a switch for that? or i think the bulb may just be out
