I have a 1999 Grand cherokee limited with V-8 AWD Quadra. New Master cyclinder & Resevior, 4 new brake calipers, new pads, all new dot 3 brake fluid. All four brake calipers locked at same time. Prior to this only the front two locked up. Can the ABS becausing this. Vehicle has 118K on it. Any suggestions or anyone had this problem?

I have tried to rebleed and can't get any air out of system from any wheel. Can a proportional valve cause all 4 wheels to lock up? Also where is it located? What I don't also understand is shouldn't the ABS system be kicking in to stop the brakes from locking up?
