1999 Ford Mustang. Help Please!!!!!?

Ok. My car all of a sudden jus stopped starting. Before, there weren't any problems. It ran fine. I jus got some work done on it (tranny leak, oil leak, tranny mount, welded exhaust leak, and rear shox). About a week ago the car wouldn't crank at all. The key made noise when it turned over but it wouldn't ignite. I was told it was the fuel pump by several "mechanics". So. I jus got my fuel filter and pump put on. For sum reason its not pumping. I was told that it was pumpin "4 PSI when it needs to be pumping around 40 or 50". I don't know where the fuel pump relay is located. I don't have an owners manual but I have the fuse box diagram and the protected circuits diagram. What else do I need to check? Why won't my car start? What do i need to do? Help me please!!!!!!
 
First look in trunk on drivers side at the inertia switch, make sure it is reset, white button on top pushed down, then look unser hood for fuel pump relay, usually on drivers side mounted on fender, might be slid up under a black cover.
