1999 ford escort shift lock broken?

i cant shift out of park without pushing on the shift lock, the fuse is not blown, what can be wrong? or where can i get a new one?
yes a am trying to get out of park, when im out of park it works and its all good until i put it back into park
and i do have my foot on the pedal, i have to put a screw driver down the override

check your stop lights and switch located on the brake pedal but are you trying to get out of park with your foot on the brake
