1999 dodge intrepid shifting problem?

is the cable binding anywhere? unhook the cable from the transmission and then work the gear shift.
 
check the transmisson fluid if it is still good then your trans is going out. but if there is a big liquid spot up under the car then it might have a leak and is not letting to fluid move through it. but it is most likely the trans is going out.
