1999 dodge cummins hard to start after driving short distance?

5.9L cummins rebuilt 30,000 miles ago starts fine in morning drive a little ways kill engine try to restart cranks excessivly long time before starting problem started after rebuild only. mech. said is normal. i have ovned several of these and never had this problem. thanks for your help
