1999 Chrysler Town and Country having issues?

Hi, my 1999 Chrysler T and C started to have some major issues today. First of all, the steering wheel became incredibly tight, almost too tight to steer with. After trying to drive back home, the car started to make a siren sound and the heat gauge was on the H, completely overheated. After this, I pulled into a park, and let the car cool off. 10 mins later, I turned it back on to see that the heat gauge was at half. I continued back home and by the time I was home , the heat gauge was already at H again, with the car beeping. My house was 5 minute drive from the park. During the ride home, the steering wheel still felt locked, but I managed to make it. Does anyone have any idea what could be wrong with the car?
I forgot to mention that the electrical light illuminated on the way home, the light that looks like the battery.
 
Your serpentine belt is not turning for whatever reason. either your belt broke wich most likely occurred or one of the pulleys isn't turning. Check and make sure the belts on first then if is see if it turns, if it is off then grab each pulley and make sure each pulley turns. Fix that problem and you should be good. Power steering pump for the wheel and water pump for cooling motor are all atatched on the serpentine belt. They turn together
