1999 chevy van 305 lacks power under load wont start at times had 2 fuel pumps...

...replaced and no avail? 99 305 had replaced fuel pump and filter twice and works for a week but then just loses acceleration when going up hill all ignition parts are new and sometimes wont start mainly cold but does eveen when warm spry carb cleaner in intake tube and will start but still has ZERO power like no fuel
