1999 Buick Century 3.1 EGR code?

What next? I have cleaned and replaced the EGR a couple of times. Service Engine Soon light still on. Could it be the O2 sensor and what one? I sprayed carb cleaned down the tube and let it soak for a long while. Put it back together and like goes out for a short while and comes back. Code check shows EGR code0

Any ideas?
