1998 Jeep Grand Cherokee Laredo failed emissions ?

My husband just took our jeep to get inspected. After they did the code hook up for emissions, they came and told us that it wouldn't pass because of the following codes and we need to get them fixed first. The codes are P0141, P0138, P0463, P1757 and P1763. They said in order to figure out what they are we will need to have it hooked up to the diagnostics for $75.00. We opted to wait cause we were already spending $300 on other items - like brakes and rotors. Once we came home I decided to look the codes up online and found out what they were. 141-O2 sensor for heater circuit, 138 - O2 sensor circuit high voltage, 463 - fuel level sensor, 1757 - governor pressure not equal to target and 1763 - governor pressure sensor volts too high. I don't know what it takes to fix these. The mechanic said we can ask for a waiver if we at least spend $150 in trying to fix the issues. We just recently had the governor fixed in the transmission and if that is really one of the issues I want to take that back to the tranny place and tell them to fix it. Anyway - any advice as to what we are looking at price wise or any other words of wisdom. Can't afford new car right now so please don't suggest that or buying a horse or bike...lol.
