1998 honda civic break light not working!!!!?

so my right brake light works fine when i step on the break but my left light doesnt turn on istead the turn signal turns on instead. im guessing the wires are wired wrong. is this an easy fix? do i have to take it to a shop or can i do it myself? the middle brake light above the seat also works fine. can i get a fix it ticket?
 
Does the brake light come on when you use the left turn signal? If so, the wires are crossed. More likely, the bulbs for the stop and signal lights respectively are switched.
