1998 ford escort,15 miles per gallon??

Escort runs great,although lacking power to the point it doesnt want to downshift by itself,does not blow black smoke,or smell of gas,idles a bit low with vibration,but i only get about 15 miles per gallon.Could it be more than just plugs,or wires?Check engine light is on.Any help would be great.Thanks
 
It is defiantly more than just plugs and wires. It sounds like there are some serious issues with both the engine and transmission. If you can fix it, it won't be cheap or easy.
