1998 ford crown victoria wont get over 40mph at normal driving?

changed the plugs,coils and fuel filter,and at regular driving,once car reaches 40mph,its like the power is cut off.but if i put it in drive and press on the paddle hard(to the floor)i have no problem reaching 40 nor going pass 40
