1998 dodge ram transmission problems?

my transmission on a 5.2 lt auto has problems shifting into 2 gear it will wind up to 3800 before it shift into 3 but skips 2nd gear sometimes it will start in low gear then up the gears ok. the check engine light shows its the pressure governor but when i took into 2 trans shop they said it should not do that but when i talked to another shop they said it would i just changed the filter and fluid and found nothen in the pan(metal) it funny because i would put it into park and back into gear it would start in low untill i park it or put it into park then back to drive again it would start then in 1st but seems to skip 2nd then shift really fast into 4th and overdrive thanks i need help before i spend 1000 on the trany
 
Trans on those trucks suck the big one. I`m on the second one in 2 years in a 2000 ram. My 92 has over 4k on it and still has the original trans. If you get one for 1k , grab it
