1998 Dodge Dakota Head Lights Ball Joints?

i have a 98 dakota and would like to know my mechanic which i know for like 20 years would not cheat me or anything but with lower and upper ball joints both side it cost me 418.64 out the door is this a high price or not. and i would like to know i forgot to tell him but i my headlights are pointed too far to the ground can anyone tell me how to adjust them and like how they should be like if i was parked to a wall like a measurement i can take height wise for where they should be thanks
 
that,s not a bad price if it,s a 4 wheel drive. as for the head lights there is a screw on the top of the lens. if they are pointing too far down then run the screw in some to raise the headlights. yes garage doors will work fine. you need to put them on high beam and adjust them so they will reach out a good ways and the side screw is for turning the lights to the left or right. now put them on low beam and adjust the top screw so they will shine down to the ground some but too far as you can,t see ahead some.
