1998 Dodge Dakota Antifreeze Leak?

i have a dakota and i was just looking around under the hood and i seen on the back top of the motor by the distributor cap that there was a little bit of antifreeze not even a teaspoon in this lil hole like thingy. i was thinking maybe a bolt is missing but my dad said no and he does not think it is the head. but were not sure can anybody help. and right where the PCV valve hose comes out of the motor there is like a lil tit coming out of the motor and there is no hose on it. it sucks air in. there was a lil rubber cap laying on top of the motor i put it over it and it seems to make the engine run quieter does this cap belong on here. thanks
it leaking top of motor by the distributor cap by the fire wall
 
pcv stands for positive crankcase ventillation, and has nothing to do with anti freeze unless youve got a head issue. check all around the water pump gasket and at the "weep" holes on the pump. also there are times the pulley bearing and seal goes bad, letting fan fling coolant in every direction... gl
