1997 Toyota Camry Starting problem?

Sometimes my car wont turn on, and i know its not my battery, but i think it has something to do with the positive terminal because i play with the wire a little and sometimes it starts. I try putting a jumper cable directly on the terminal but that doesn't fix it. Is it a wire thats messed up that its not getting a full circuit or is it something like a starter. (when it doesn't start, theres enough juice connecting the battery to the car to turn on the lights on my dash but not to turn the car on)
The battery is fine, and the alternator is fine. The terminals themselves are new.
