1997 honda civic engine problems?

i have a 1997 honda prelude and everytime i come to my first complete stop the engine will like die. like in the since that no gas is going through when you push the gas pedal and when that happens all the dash lights come on. then when i restart my car itll be fine and i can push the gas and everything but once i put the car into drive it will die again. any ideas whats wrong
