1997 Ford Explorer Climate control?

When I switch the control knob to AC I get warm/hot air. However, when I switch it to AC Max I get the cooling air. Looks like a control problem. Anyone knows what is the expected cost to fix this problem?
 
Mine does that too, I guess its the outside air takes longer to cool and MAX recycles the interior air only I believe. Sometimes mine is nicer air than the cars but not really refreshing. Im going to monitor this to see what the others say.
