1997 Dodge Neon - horn blows on its own and won't stop unless we repeatedly hit...

...the steering wheel. any ideas? It started a few days ago and only happens at random times (it seems to be more over speed bumps). The horn just starts on its own, once when we turned on the turn signal, and doesn't stop. Once it was while we turned the wheel. It almost seems possessed. Anyone have any ideas, including how to disconnect the thing?
 
horn contact is shorting. have a qualified mechanic look at it so you don't deploy the air bag.
