1996 Toyota Camry LE 2.2L thermostat HELP?

When I start the car and wait for it to warm up, it'll go up half way. Then when I drive it, the thermostat keeps going down then up to half way. What's wrong with my camry?
Oh, the radiator's sensor is cut, so the fan is always on.
 
the thermostat is mostlikely going out. cuz your engine heat wouldnt go to cold then warm then cold??? have someone check it out. im pretty sure its going out
