1996 suzuki outboard will not run over 2500 rpm under load?

i just changed the thermostat, head due to broken bolt, plugs, cleaned carbs. boat not used for 10 months with half tank of fuel, added 15 gallons fresh gasoline used boat would not run... added 8 gallons this weekend and boat ran great turning 4600 rpm then it bogged and would not run over 2500rpm. any help would be welcomed....
