1996 Mazda protege MPG help needed!?

I recently Bought a '96 Mazda Protege. I've been trying to figure out the gas mileage for it. When the gauge read empty I filled it up. I had only gone 190 miles on 10 gallons. I only drive it around town mostly to work and home and stuff, Rarely getting on the freeway. now I had a Geo Metro before this(I had to get rid of it for burning a quart of oil a week.) and I was use to getting 30 or so MPG every time I'd fill up. but now I'm getting roughly 19. The car runs great I'm using 89 Ocatane gas, and it appears to be in good shape, but my question is, is this a normal MPG for this car? and how can I improve it if possible? should I be Using a different grade of gas?
