1996 jeep grand cheroke limited dash lights and tail lights wont turn on when i turn head lights on?

So when i go to drive my jeep at night i turn the head lights on but the dash lights wont come on and tail lights wont come on . When i go to stop i still have break lights and the blinkers work. i was wondering if it could be bad fuses or something that was casuing this. also if has a remote starter when i start it like that the dash lights come on and the tail lights come on but when i put the key in and go to press on the break to put it in drive they both go out
Oh and if anyone can give me some details on how to fix it that would be nice since I don't have any money to take it to get fixed
