1996 honda civic speedometer and odometer problem...?

I have a 1996 honda civic EX 2 door coupe, v-tec engine. Speedometer and Odometer were working great, until this suddenly started happening. The odometer stopped working, and the speedometer instead of showing how fast I was going, jumped down and got stuck on 20mph. Now whenever I start the car, it jumps directly to 20mph and stays there! Then when I start driving slow, it jumps between 15 and 20mph, and as I speed up it jumps faster untill it sticks at 20mph. So basically now its always stuck at 20mph no matter where I go or how fast im going, and the odometer wont work either. Every other gauge works perfect, gas, temperature, tachometer. Just the speedometer gets stuck and the odometer doesnt work. Every once in a while while im driving though, the speedometer and odometer suddenly start working fine! Then it jumps back to 20mph randomly and problems start all over...

ALSO the check engine light was on, and I got that checked by 2 professional auto places and both codes came out as the same, just one code came on, no other codes...It was a bad knock sensor...could that have to do with it? I know what the knock sensor does...but could it mess with the speedometer??

Please help! Just let me know what I should do to figure out if its the gauge cluster...fuse...or speedometer sensor on the transmission.

(By the way...if it was a bad speedometer sensor...would another code for the check engine light read as a bad speed sensor?? because the machine at the auto place only read code 1/1-knock sensor, so there were no other codes)
