1996 ford torus cars?

this will be long i have a 1996 im thinking a 3.6 motor and i left it parked at a car shop and went back to get it and the mileg nettles are all the way over and it didn't want to start up i looked at the starter it had fresh oil in it and now bought a new starter and it sounds like the gear in the starters not hitting the motor gear its just tipping it plus when i grove the car their it ran fine i had it for sale its a ford tarsus ether SE or ses & some guy told me their is a reset switch in the car but i haven't found it yet would the voltage regulator make it not want to start up if it burned out and when i hooked the battery up the head lights stays on and the horn to i had to unhook the 2 horns and the car does have wiring problems my moms x husband says it sounds like the front end is going out i don't think so plus he kept telling her she should sale it to the junk yard but why do that when you can fix it your self and then i can sale it
