1996 Ford Explorer Vacuum Line Question?

Okay, so on the passenger side floor, against the firewall, theres a fuel cut-off switch. Next to that there is a grommet with a small black hose going through. Is that part of the vacuum line??
In the trunk on the passengers side behind a panel, theres the back window washer fluid tank. The front has its own tank.
 
If you have rear window wipers, I'm thinking it might be the line for the washer fluid.

The drain for the AC would usually be a short little elbow, about as thick as your finger, not visible from the inside.
