1996 Dodge neon High Rpms/ Oil leak?

The rpms on my Dodge neon 2.0 Sohc 4cyl are running high and makes a whining noise in park and while driving.the rpms tho are not high enough to damage my engine and it has a fast oil leak.

HELP PLZ
