1996 Dodge Grand Caravan . Master cylinder ?

When you press on the break peddle the van stops as it should but if you release the break peddle and then press it again it will go clear to the floor .
For instance in heavy traffic you depress the peddle release to roll foward and then press it again ,it will go to the floor but if you pump the break it will hold . Is it the master cylinder or what else could be the problem . Just had new break pads on front about one week ago .Have also bled the breaks
 
if the BRAKES are already bled (did he do it right?) did he remember to add fluid to the master cylinder to replace what was bled off?
