1996 chevy lumina runs poorly in the warmer months of the year what could it be?

What the car does is when i'm driving freeway, city streets at any speed and it's hot outside or even anything about 70 degrees at some points the car just starts to slow down even with the gas pedal pushed all the way to the floor it will slow to about 10 mph and just stay at that speed and sometimes if i have to stop at a light or something it will die. But, if i let it sit without running for about 20minutes it usually picks up and goes as normal or if i dump water on the engine to cool it off. The temperature gauge in the car stays about right in the middle, the coolant level is fine and I am just stumped on this thing, I do have a check engine light for a cylinder 5 misfire don't know if that could have something to do with it. Any help would be greatly appreciated.
