1996 chevy blazer 4.3 vortex its a 4x4..but do all 4 wheels engage in 4 wheel?

when i go to change to 4 wheel it in the floor board,,i got rear wheel drive,,says 4 wheel in high gear and all the way down is 4 wheel low gear..i no its engaging its kinda rough on clear pavement..on snow does alot better then IM rear wheel..so i need to no if mine all wheels engage?its a 4x4
