1996 Buick Century question?

Uncle is mostly right. first move selctor switch from feet tp vent while moving if air you feel at feet moves to vent then door not stuck also on the selector switxh does it just have options fore low vent and def or is there all of those and a off position if no off position for that selector then nothing you can do. veh has the flow thru syst. like uncle said
 
I have a 1996 Buick Century V6. Ok my question is, why do I feel warm air at my feet only when the car is moving is there vent can it be close? My A/C and heater are all off so it can be that. It don't bother me it's just that I just bought this car and all my other car that I had never did that. Only my 2006 Chrysler did but that was because I was able to adjust it myself with my A/C or heater. Is that normal?
