1995 Toyota Camry temp gauge goes up and down?

I noticed during my short trips, Temp goes up while idling at stop light and goes down while driving at 45 mph. Weather outside is cold 15-20F.
What should i look before taking it to the Garage.
 
With the Camry engine they sometimes get warmer while stationary(most cars do). And the temp drop once plenty of air is flowing through the engine. I would maybe get the thermostat changed. Cheap to replace and will stop your temp moving around. For a engine to run efficiently it should be maintaining its temp.
 
may be low coolant, check your coolant in radiator but wait till the car is cold not when is hot.
if coolant is ok possible thermostat. located @ lower hose going to the water pump housing right by the alternator, has 2 bolts 10mm
thermostat is not hard if you are a handy man but could be harder if you never done some like this before
in that case take it to repair shop
