1995 Honda civic horn?

i have a 1995 honda civic ex coupe. the horn doesn't work, and the fuse under the hood is good. i seen on the internet that the horn shares the same fuse as the brake lights do? so if that matters my brake lights work too. what should i do? is there another fuse under the dash or something?
