1995 Honda Civic EX taillight problems?

When I turn the light switch on, parking lights, the parking lights come on but the dash lights go out. When I index to the headlights, the dash lights come back on but the tail lights go out. I have never seen this before. Can anyone point me in the right direction? Any help would be greatly appreciated.
